In doing a consistency review of 1.4.3 I noted how complex it had become and how different than our past version or the TEITAC version. Current form of 1.4.3 1.4.3 Contrast (Minimum): Text <http://www.w3.org/WAI/GL/WCAG20/#textdef> and images of text have a contrast ratio <http://www.w3.org/WAI/GL/WCAG20/#contrast-ratiodef> of at least 5:1, and large-scale <http://www.w3.org/WAI/GL/WCAG20/#larger-scaledef> text and images of text have a contrast ratio of at least 3:1, except for the following: (Level AA) How to Meet 1.4.3 <http://www.w3.org/WAI/WCAG20/quickref/20071102/Overview.php#visual-audio-co ntrast-contrast> Understanding <http://www.w3.org/WAI/GL/WCAG20/WD-UNDERSTANDING-WCAG20-20071102/visual-aud io-contrast-contrast.html> 1.4.3 * Inactive User Interface: If text content is part of an inactive user interface component, then no minimum contrast requirement applies. * Decoration or Incidental: If text content is pure decoration <http://www.w3.org/WAI/GL/WCAG20/#puredecdef> , or is incidental text in an image, then no minimum contrast requirement applies. * Invisible: If text is not visible to anyone, then no minimum contrast requirement applies. Note: Success Criteria 1.4.3 and 1.4.5 can be met via a contrast control available on or from the page. There is a lot of redundancy. Also we want to harmonize with TEITAC if we can Here is their version TEITAC VERSION Except for large-scale text, presentation of text (and images of text) in electronic documents must have a default contrast ratio of at least 5:1, except if the text is unavailable items or pure decoration. Large-scale text (or images of large-scale text) can allow a contrast ratio of at least 3:1. NEW PROPOSED VERSION How about the following. 1.4.3 Contrast (Minimum): Text <http://www.w3.org/WAI/GL/WCAG20/#textdef> and images of text have a contrast ratio <http://www.w3.org/WAI/GL/WCAG20/#contrast-ratiodef> of at least 5:1, except for 1) large-scale <http://www.w3.org/WAI/GL/WCAG20/#larger-scaledef> text and images of text that have a contrast ratio of at least 3:1, and 2) text or images of text that are part of an inactive user interface component, that are pure decoration <http://www.w3.org/WAI/GL/WCAG20/#puredecdef> , that are incidental text in an image, or that are not visible to anyone, where no minimum contrast is required.
