Agenda + [2.4] CORRECT version of 2.4 proposal

Hello everyone,

I just noticed I attached the wrong file to my post yesterday about the
proposal for 2.4. I accidently attached last week's proposal, instead of the
new version of 2.4 with all the suggestions in place. I have included the
changelog again as well. 

This is the proposal that will be discussed tomorrow.
