As a further note to my proposal, the formulation can also be simplified by defining the terms "baseline" and "required component of baseline", then rewriting the proposal accordingly: <proposed> The content is written so that each required component of its baseline is either 1. Included in the UAAG conformance profile of at least one user agent that conforms to UAAG 1.0; or 2. Not included in a UAAG conformance profile, but used by the content in such a way that the UAAG 1.0 level A checkpoints not implemented by at least one user agent with respect to the baseline component would not, if satisfied, improve the accessibility of the content. </propose>
