The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 915 [1] suggests creating a technique to require the "title" attribute for the OBJECT element. I propose we do not do this; while "title" may be useful as described [2] I don't think it should be mandatory for OBJECT.
