The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 913 [1] talks about misuse of the LI element. There is an HTML technique [2] that speaks to abuse of list containers, but not to the LI element. I propose we add a mention of LI to the existing technique.
