[css techs] issues list udpdate

I am preparing a new draft of CSS Techniques for discussion at Wednesday's 
Techniques Task Force (and ultimately, approval by the WCAG WG for 
publication on /TR).  Here is an update on CSS issues [1] and changes I 
have made related to each.  This is not a complete list of changes I have 
made to the draft. Most of the changes are from the 16 and 23 June 
teleconference discussions and were not associated with a specific 
issue.  I will update the change log with all changes I've made when I 
publish the internal draft tomorrow.

Closed
189 Include positioning and more technical examples.  Unspecific issue.
740 Example of rules and borders. Made change to code example.
769 Errors in Dec 19 CSS draft. Fixed code.
