These are better.

It is better to say the all functionality is operable (presuming that
includes navigation) than to say all content since there may be alternatives
in the page to allow access in different forms.  So all content may not be
accessible but all functionality might.

I expect this is the proposal we will be discussing on Thursday.

It could be written:
"The content is designed so that all of its functionality can be operated
from a keyboard or keyboard interface."
or
"All of the content is designed so that it can be operated from a keyboard
or keyboard interface."
or
"All of the content is designed to be operated from a keyboard or keyboard
interface."
etc.

I am not sure which is clearest (including Gregg's original proposal); the
differences are relatively minor.
