Sorry, you're right. Ironically, I mentioned "no calls-to-action" in 
yesterday's call, but forgot to comply in this post.

How about this for Level 1?

  Read <a href="foo" title="Top Story">more.</a>
  Read <a href="bar" title="Another Article">more.</a>

And this for Level 3?

  Read the <a href="foo">Top Story.</a>
  Read <a href="bar">Another Article.</a>

A request for information: why is it inappropriate to include verbs in
link text?
PS. This would cover other common link phrases like "2 comments" on many

web logs. The link title could include the post heading text.
