Following the concepts that we put forward "via" is not a good word. I recommend "1. All content can be operated using a keyboard." All of the functionality of the content is operable via a keyboard or keyboard interface." This is not possible if level 1 criteria is true. So level 3 is not about making all content keyboard operable, but in not putting anything on the site (or page) that can't be operated by keyboard. So it should say something like: "1. Content is designed so that it can all be operated via keyboard." --
