2.1 currently says: Level 3 Success Criteria for Guideline 2.1 "1. All of the functionality of the content is operable via a keyboard or keyboard interface." This is not possible if level 1 criteria is true. So level 3 is not about making all content keyboard operable, but in not putting anything on the site (or page) that can't be operated by keyboard. So it should say something like: "1. Content is designed so that it can all be operated via keyboard." --
