 [1.5b]  Need for consistency in best practice phrasing across checkpoints


 

There is currently a section called Considerations.  Suggest that this be
relabeled Best Practice Techniques.

 

Also, the items in this have different form than our other techniques.
These look like imperatives.

 

Suggest we first figure out the question about whether we are going to use
"Level 2 criteria".

 

Then we should decide what we are doing with best practice techniques.  Then
we should make all of these look the same
