Agreed. These are related in the same way that all checkpoints are
related, but they are different in terms of implementation. They also serve
different (albeit overlapping) audiences.

So it makes no sense to me that they be combined - this is a bit like
combining textual equivalents and direct accessibility of interactive
content.
