In view of the recent discussions, there are four options currently open with respect to the over-all structure of the guidelines. We need to decide among these, preferably sooner rather than later, so that the basic organization of the document can be fixed. The choices are: 1. To adopt my original proposal of four guidelines: http://lists.w3.org/Archives/Public/w3c-wai-gl/2001JanMar/0155.html (this proposal is an outline only; the checkpoints do not represent final wording, which would largely be taken from the existing drafts, with Wendy's editorial good judgment applied). 2. The same as above, but reduced to three guidelines, by combining (a) device-independence, and (b) interoperability/compatibility issues, into guideline 1 (effectively combining my proposed guidelines 1 and 4 into guideline 1). 3. The same as proposal 2, above, but also combining comprehension (my proposed guideline 3) with browsing and navigation (my proposed guideline 2), thus yielding two guidelines: (1) device independence/interoperability-compatibility; and (2) comprehension/browsing/navigation. Note that, when we last proposed a draft which combined comprehension with browsing and navigation under a single guideline, concerns were raised that two quite distinct issues were being confusingly brought together, and we resolved to separate them into two distinct guidelines, one devoted to comprehension, and the other to browsing/navigation. 4. Develop some other proposal on the basis of which to organise the material. Please indicate which option you would prefer, and why, as we attempt to achieve consensus.
