I see the point of arguing that giving leniency to logos could be abused. One can imagine people saying that a clump of text n a graphic is just a logo. Perhaps we want to capture the intent of what we mean by a logo. In other words, instead of saying "except in the case of logos" we may want to say some better written version of " except when the text does not convey its literal meaning, but has a more grafical function - as in the case of some logos" - Jason help with the wording!
