Strata and Terminology: Proposed WD-WCAG20-20000726

Is this accurate?  What's clearly missing from the proposal is an
explanation of how checkpoints work, a description of where the
priority is assigned and to what, and a sense of where text gets
inserted.  Does the WD-WCAG20-20000726 proposal require a
Techniques document?
