As you know from the EO discussion, we decided to move the 'factors' 
material back to it original place and just use a small introductory 
paragraph to highlight the extent of this resource.

As the current in-page link is to "Overlap with Older Users' Needs", so 
we have decided to keep the flow and simplicity, rather than better 
describing the target.
