Clarifying the comprehensive evaluation concept

Shadi -- have been referencing the 'evaluating websites for 
accessibility' pages from the Communis web site (page not yet live).

I find the 'conformance evaluation + user evaluation = comprehensive 
evaluation' very useful as a concept, but it's not laid out in the 
overview, or in http://www.w3.org/WAI/eval/users.html. Currently this is 
only made explicit in http://www.w3.org/WAI/eval/conformance.html. Also, 
the term 'conformance evlauation' is used interchangeably with 
'technical evaluation' and 'technical assessment'. Would be good to make 
it consistent.

SO suggest the following changes:

Overview.html: change title 'Involving Users in Web Accessibility 
Evaluation' to 'User Evaluation of Web Sites for Accessibility' -- this 
makes it consistent in form with 'Conformance Evaluation of Web Sites 
for Accessibility'.

users.html: change H1 to 'User Evaluation of Web Sites for Accessibility'

Recommend first two paras rewrite to mirror construction of conformance.html

"Web accessibility evaluation often focuses on evaluating conformance to 
accessibility standards, such as the Web Content Accessibility 
Guidelines (WCAG). Broadening evaluation to involve people with 
disabilities - a *user evaluation* - helps better understand 
accessibility issues and implement more effective accessibility solutions."

"This page focuses on involving users with disabilities and does not 
include assessment of technical conformance, which is addressed in a 
*separate document*[link: conformance.html]. Evaluations that combine 
technical conformance assessment and usability testing of accessibility 
can be called *comprehensive evaluations*."

Recommend changing references to 'technical assessment' throughout to 
'*conformance assessment*' or 'technical *conformance assessment*' for 
consistency.

What do you think? Would make it easier to understand.

Also -- just noticed that link to 'separate document' in 
conformance.html points to http://www.w3.org/WAI/EO/changelogs/cl-eval-ut
