Regarding the bad sites: They should look really good to their intended audience. They may be coded badly from a technical or accessibility standpoint, but they should look good in the intended mode. Also, the good site should look as much like the original site as possible. When my campus fixed many of our accessibility issues the web masters took the opportunity to make general changes in the UI. The result was that all the mistakes made in the UI change were blamed on accessibility. We need to communicate that accessible and aesthetically stunning are compatible.
