I suppose I would say it's whether the output has the potential to be published if the author chose....but this is possibly casting the net too wide, since anything can in theory be published. Since the main exemption we are trying to make is for personal use, maybe we should just say that: ATAG 2.0 defines an "authoring tool" as any software, or *collection of software components*, that *authors* use to create or modify *Web content* for USE BY OTHER PEOPLE. (I'm aware and ok with the fact that this covers email systems that send "Web content") Thoughts?
