A.2.4 looks good except the need to clarify that this applies within 
editing views as well.

SC1: Authors must be able to turn off flashing in the user interface 
that violates international health and safety standards for *general 
flash or red flash*.

TO

SC1: Authors must have the option to turn off flashing that violates 
international health and safety standards for *general flash or red 
flash* in all parts of the user interface (including WYSIWYG *editing 
views*).
