New ATAG 2.0 editor's draft - minor changes

Hi everyone,

In anticipation of next week's AUWG F2F in Toronto, a new Editor's Draft 
has been published at:

There are only a few changes over the last one - mainly some "editorial" 
  level changes to the conformance section that I have hilighted.
