Small updates needed for qa-i18n

The article https://www.w3.org/International/questions/qa-i18n.en.html 
(Localization vs. Internationalization) has been updated by the 
additional of two sentences. The changes can be seen at 
https://github.com/w3c/i18n-drafts/commit/c3cfd03ebbc0832dba9d39073906d0d064b2dc4c

We are looking for translators to step forward and update the following 
language versions of that article.
