Thanks for following our work and writing to us (reply in Chinese 
follows the English).

W3C has been encouraging translations to help deliverables reach the 
widest possible audience. W3C is extremely grateful to the continuous 
efforts of our community in ensuring our deliverables to be available in 
various languages.

There're primarily two translation categories in W3C, which are 
Volunteer Translations and Authorized Translations. For translation 
process, policies..., see:

It'll be helpful to list your questions, so that translators on 
<w3c-translators> might like to comment on the topics of their interests.
