Dear Eugene,

Many thanks for explaining your situation, which we understand.

However, Authorized W3C Translations can be used for official purposes 
in languages other than English, so the list of stakeholders is highly 
expected to adequately represents the broad local community. Without a 
broader list of stakeholder representation, we unfortunately cannot 
proceed with the Authorized Russian Translation of WCAG 2.1.

You are welcome to continue identifying and recruiting a broader set of 
stakeholders with expertise in accessibility, and apply again.

In the mean time, you are welcome to develop a Volunteer Translation of 
WCAG 2.1 following the procedures on:
https://www.w3.org/Consortium/Translation/#how

Volunteer translations also play an important role in allowing W3C 
technologies to reach more people around the world, and may help you 
recruit further stakeholders who are willing to review your work.

Thanks again for being willing to contribute to W3C translations. Please
