Hi, Justin:
I would translate the examples at the bottom, even though the language is a bit odd:

    "With a zest of best

    "There's no no like a better no

   " Indeed, quite right, Mr M"

As for the rest, no I would not translate it probably, but is not there some sort of legal statement -- the copyright at the bottom -- that you have to include along with a note that your document is a translation of the original, and that the original document remains the normative document? (See: 
http://www.w3.org/Consortium/Legal/2006/08-copyright-translations.html).

However I am quite a noob too and so it might be best if someone official would reply.

      I translated the main content of the
            page. But I'm quite a noob. I did not understand the translation rules.

        Do I also translate the navigation menu, the footer,
        etc. ? Should
        I add the statements of the
      HTML header?...

       I copied the page source
        code and I translated from 'body' tag to the last section (div
        id=glow). And I added a 'html' tag with lang attribute at the
        begining.

        (I have seen lots of 'p' tags that are not closed. Is it
        normal?)

      J'ai traduit le contenu principal de la page. Mais je suis un peu
      un noob. Je n'ai pas compris les règles de traduction. :-s

      Est-ce que je dois traduire le menu de navigation, le pied de
      page, etc. ? Dois-je ajouter les déclarations de l'en-tête HTML
