Intention to make Simplified Chinese translation of WCAG 2.0

On behalf of the W3C Host in China (Beihang University), I would like to express our intention of becoming the Lead Translating Organization (LTO) for developing an authorized Simplified Chinese translation of WCAG 2.0.
