The actual meaning is closer to: "quand il croise votre document." You translated "A non-CSS browser will display the HTML document like it always did." by "C'est une erreur de considérer que c'est le navigateur CSS qui affiche le document HTML." In fact, the English says something like: "Un navigateur sans CSS affichera le document HTML comme avant." "As of August 2002, there are complete implementations of either CSS1, but not yet of CSS2" contains an error in the original: the word "either" shouldn't be there. The sentence then means: "Depuis août 2002, il y a des implémentations complètes de CSS1, mais pas encore de CSS2." "This solution will be phased out as browser support for CSS improves." means something like this: "Cette solution sera abandonnée progressivement en même temps que l'implémentation de CSS dans les navigateurs s'améliore."
