Dear Daniel I am the W3C person monitoring the w3c-translators mailing list. You are welcome to translate into German http://www.w3.org/TR/2009/WD-gov-data-20090908/ (you gave a URI containing www-mit, it is probably a mirror) You don't have to ask permission. It's rather a notification to a group of people that you'd like to start work on a translation. But typically we don't encourage to translate Working Drafts, because of the unstable nature of this type of document, and we don't feature Working Drafts in the Translations database. I understand that you see benefit in translating this WD, and this is fine. Thanks a lot for letting us know. You translation may interest people ; you are welcome to advertize the link to it on this list when your work is complete.
