First, you may go ahead with your translation project as no version in  
Romanian exists, yet, of the document.
You will see the available translations of the document at

page and Advanced search for translations.

Second, the process is quite simple. It is described on the Translations  
home page, but I gathered the various guidelines and tips at:

When you're done with your translation, please, let us know
