[Polish] HTML 4.01 specification - work started.

Hello all.

After some careful consideration, I have decided to try and translate 
the specification for HTML 4.01 into Polish. The reference is:

Hope to finish this translation in spring, since it is a fairly 
large-scale text, but certainly before the specification's seventh birthday.
