Lotsa discussion items coming atcha

The ERB schedule originally called for voting on the 4.* items on March 5, 
which is tomorrow.  So we're lagging a bit.  Fortunately, we have a bit of
slack time built into the schedule.  Since we're well over halfway through
the list, as of now, I'm going to issue all the remaining discussion points
in 4.* and 5.*.

The 4.* is the details of addressing; obviously pretty important in
a discussion of hyperlinking.  The 5.* is the Extended Link Group
(== BOS) discussion, i.e. how do you find linking elements which don't
live with their resources?
