Both the chair (Ed Levinson) and the Area Director (John Klensin) made this painfully clear at the last MIME/SGML meeting that I attended (Dallas). The encap proposal (the 3 experimental RFCs Paul Grosso mentioned) is well-suited to email. It is not well-suited to Web applications as Lee has pointed out. The problem with encap is that it is not well-suited to serial devices like tape drives and the web.
