After consultation with W3C team members and our staff contact, I propose that if agreement on the issue of the semantics of non datatyped literals does not emerge, the following process for making a decision will be used. This process is similar to that used by other working groups. We will hold an electronic vote by email. One vote per member organization is permitted. Invited experts are also permitted to vote. Voters must be in good standing with the WG. For the vote to be decisive, a quorum of at least 50% of the constituency must cast a vote. Ideally, we are seeking consensus, however a majority of two thirds (rounded to the nearest integer) of those voting will be sufficient to make a decision. Abstentions will be recorded but will not count as votes in determining whether a sufficient majority has been achieved.
