If you read these two in reverse order, what good does base64 do you? When you get the XML out of the base64 wrapping, you parse it -- and then have to canonicalize it. Right? The modification of the XML doesn't happen by someone on the wire (like those old e-mail handling programs that caused us to set rules like max line length of 76 for base64).
