other signature algorithm

Dear XML Signature working group,

There are only two digital signature algorithm defined in
"XML-Signature Syntax and Processing"(W3C Recommendation 12 February
2002).
How can we propose other digital signature algorithm as a
"Recommended method"? Should we submit a draft to IETF xmldsig wg at
first?
