There are various recent documents about internationalization of standards. We
should see if we're compliant with the IRI (internationalized resource
identifiers, draft-durst-iri-00) and charmod and if we're not, what it would
take to bring us in to compliance.

Jason and Lisa have begun reading. IRIs look like they might become a problem.
