See: http://lists.w3.org/Archives/Public/w3c-dist-auth/2002AprJun/0045.html In that thread it seems to be almost resolved that we eliminate the ETAG support from IF: headers in that anyone who cared seemed to prefer removing it, but the discussion got diverted and no final decision was made.
