It was suggested that we remove the ETAG support in the IF header because it
doesn't seem to be used right now (no interop) and the same thing can be
achieved via other mechanisms.

In that thread it seems to be almost resolved that we eliminate the ETAG support
from IF: headers in that anyone who cared seemed to prefer removing it, but the
discussion got diverted and no final decision was made. Again on
http://lists.w3.org/Archives/Public/w3c-dist-auth/2002JulSep/0081.html but it
was actively used in subsequent discussions on the IF: header and strongly
advocated there Sept/Oct 2002.
