I am using urn:ietf:id:draft-wilde-text-fragment-09 for some month. 
When the text is carried by a rfc-822-like document, the counting 
of line doesn't start with the message header, isn't? 
example:
Message-header-1: foo
Message-header-2: bar
Mime-Version: 1.0
Content-Type: text/plain

This is a line. 
This is the #line=1,2 line. 
A third line.
