What to do about file:

This gang needs to decide what we want to do with the specification 
for the file: URI. What I have now is in:

	Title		: The ftp: Scheme
	Filename	: draft-hoffman-ftp-uri-00.txt
http://www.ietf.org/internet-drafts/draft-hoffman-ftp-uri-00.txt

Some possibilities include:

- Leave the document as is

- Prescribe what implementations SHOULD do, knowing that such a 
prescription is bound to break many/most existing implementations

- List many more interpretations that current implementations use, 
but not say whether or not to do them

- Say more about the wide variety of interpretations, but don't list 
them soas not to confuse readers

Getting consensus on this may be difficult, given the history over 
the past year.
