    I may have been confusing it with CNS 11643. There is one of the
    big character sets that covers something like 90.000 characters,
    this was the one I meant. Sorry for the confusion. The problem still
    exist that not all characters of the world is in ISO 10646.

Yes, I agree.  That is why I proposed a charset tagging syntax to be
intrinsic to URLs.
