BIG5 was one of the source sets used by the original CJK-JRG in developing the Unified CJK Repertoire 1.0 which went into Unicode 1.0 and then into 10646. Perhaps you are confusing BIG5 with the new version of CNS 11643, which, indeed, is not fully covered by 10646 (although the previous 1986 version of CNS 11643 was covered). Regards, Glenn
