URI deconstructed

During the discussion  of the charter and with some strong
"encouragement" of the area directors, we're moving to creating
separate working groups out of URI. While the nature of the new groups
and the boundaries are not worked out, the goal is to have separate
working groups with narrow focus and 6-9 month lifetimes.

I think we have the following tasks ahead of us:

- URL schemes and registration mechanism for new schemes
- URN syntax
- URN name assignment, resolution, and database update protocols
- URC syntax, structure, registration of URC elements
- URC assignment of metadata, multiple metadata/rating services
- URI architecture, vocabulary, overview

I don't think we want 6 separate working groups, though, so these will
have to be combined in a reasonable way.

We'll meet this afternoon in Larssonn to write charters and
milestones.
