Persistent Documents and Locations

The solution of persistence in records related to location naming
is the same for URLs as it is for any database record: activity models.
Nothing happens to the record unless an action
occurs. It is the actions you must model and or control.

See ISO 10744 - activity models.

Activity recording is only part of the answer. Misapplied, it leads
to saturation of storage and is only the right answer for mission
critical records where activity recording is justifiable based
on impact. Otherwise, activity control and classification are
applied. For these reasons it is not possible to maintain
stable databases (predictable over time or space) unless the
policies for the services are defined as well. Policy does not
always mean "enforcement"; it simply means "agreement".
