The ISO 15926 data model is in Express, which makes it family of ISO 10303. But that data model is highly generic, and makes use of the online class library (ontology) to classify generic relationships or specialize generic classes. Also it makes use of OWL's n-ary relationships. That is different from ISO 10303. The data model of ISO 15926 is much closer to OWL and RDF than to Express. If you want to transform an ISO 10303 part to Semantic Web, perhaps you can better see such part as a relational database.
