Hugh, may I tweak your post a little: The use case: My organisation's support staff have decided that the Web is the way ahead. They want to replace their document storage with a web site in a seamless fashion. They ask me for advice, and I point them ... where? Where is the site that tells them how to re-target their data layer from .doc to HTML? Where are the specifications of Web performance, so they can do the procurement process (hardware and software)? Where are the utilities that help get documents in and out? Where are the simple descriptions of ... Of course some of these things may exist but I don't know about them - if so apologies. But remember - the people concerned are just interested in using good technology - they really don't want to know about the Web.
