Makoto Regarding "XML Encryption Syntax and Processing Version 1.1 references to itself as a normative reference." Yes it does, for an unusual reason, but I think an editorial fix may be appropriate anyway. The reason is that XML Encryption 1.1 includes in section 8 a copy of the XML Encryption Media Type registration, which needs to reference XML Encryption 1.1 as part of the registration form. The issue is that where it references XML Encryption 1.1 it uses the default referencing mechanism which causes the reference to appear in the list of references for the overall document. I agree that this is probably mistaken: in this one case the reference should probably appear inline in the section itself. Proposed Change: In section 8 (XML Encryption Media Type) of XML Encryption 1.1 change the line "Published specification: [XMLENC-CORE1]" to [[ Published specification: J. Reagle; D. Eastlake, F. Hirsch, T. Roessler XML Encryption Syntax and Processing Version 1.1. 1 March 2011. W3C Candidate Recommendation. (Work in progress.) The alternative is to live with the self-reference in the overall list of references.
