Converted to spec

Hi folks,

This morning I did a fairly literal translation of our current note
into the spec dialiect of XML and checked it in. I went ahead and
pushed it into the xproc repo on the assumption that our starting
point isn’t controversial at this point.

Some of the additional work that’s been done in email isn’t reflected
in the draft. I’m happy to work on that too if someone points me to
what they think the current status-quo is.
