Fair enough. I'm not proposing that they have to go in separate
documents, just in a separate component.
Even if I didn't think that doing so was a significant savings in
syntactic complexity, I'd still be in favor of doing it just for the
simplification it brings to the individual "step" calls.
But I sense I may not be able to get consensus for this proposal...
