8. CR Exit Criteria

I would like to request that the xml:id specification use a CR Exit 
Criteria the same as the CSS2.1 CR Exit Criteria:

   http://www.w3.org/TR/CSS21/#crec

As a member of the CSS working group I have found that adhering to this 
exit criteria has enforced W3C process on us, leading to better quality 
implementations and specifications.
