A couple of small issues with John's version.

1) He seems to have forgotten to change the section title "Namespace 
policy" to "Namespace change policy", as I suggested and he +1'd.

2) The rddl:resource element for BCP 47 was wrong, there was an 
xlink:role attribute pointing to the BCP instead of xlink:href.  I fixed 
that and added proper xlink:role and xlink:arcrole attributes.
